Shared rules are what turn a group of individuals into something that can be called a community.

By any reasonable measure, Mowgli should not have belonged among the wolves of the Seeonee pack at all.
He had no fur, he ran awkwardly on two legs, and his attempts to howl at the moon had always embarrassed the entire pack.
Yet the wolves had accepted him completely, and not a single member of the pack ever treated him as an outsider.
The reason for this acceptance had nothing to do with his appearance or his skills or his natural abilities as a hunter.
It had to do with the fact that Mowgli lived by the same Law that every other member of the pack lived by.
He respected the same elders, protected the same territory, observed the same rituals, and kept the same promises.
The Law, Mowgli slowly came to understand, did not require uniformity — it required only shared commitment to a common set of standards.
A boy who kept the Law was more truly a wolf than a wolf who broke it could ever hope to be.
